A Look at Luxembourg’s Online Gambling Sector
Gambling activities in Luxembourg are regulated by the Gambling Law of 1977, which defines the legal framework for operating “games of chance”. The Ministry of Justice is the governmental body which oversees licensing for local operators who wish to provide sports betting, casino games, and lotteries services.
Even though “gambling” is not explicitly defined in the laws of Luxembourg, in case law, these activities are interpreted as games where chance is the deciding factor. As such, poker, sports betting, lotteries, and casino games fall under the definition of “gambling”. These activities are strictly regulated, and only licensed operators are allowed to offer services. While gambling licences are issued by the Ministry of Justice, the state-run Lotterie Nationale holds a monopoly over lottery operations.
With tight regulations in place, there are only a limited number of land-based casinos in Luxembourg. The licensed company responsible for operating these casinos is Casino Luxembourg – Forum d’Art Contemporain, which runs the Casino 2000.
Even though gambling activities within the country are strictly regulated, residents of Luxembourg can legally access the best online casinos as there are no laws prohibiting them from doing so. Although Luxembourg’s online gambling market is modest compared to other European countries, the projected revenue of $166.20 million by 2029, and the rise in user penetration indicate a growing ecosystem.
