Overview of Gambling Regulations in Serbia
Online gambling in Serbia has been legal since 2011, following the introduction of the Games of Chance Law. Prior to this legislation, the organisation of games of chance was exclusively a state monopoly. Today, under Article 92 of the Games of Chance Law, two groups of entities are authorised to organise games of chance:
- Serbia’s State Lottery
- Licensed operators approved by Serbia’s Gambling Authority and the Ministry of Finance
Only companies registered in Serbia or within the EU are eligible to apply for an online gambling license. To verify whether an online casino is licensed, players can visit the official Ministry of Finance website and search the operator’s name in the public register.
Chance Administration (GCA), under the Ministry of Finance, is responsible for regulating and overseeing all gambling activities in the country. This includes issuing licenses to both domestic and foreign operators.
Offshore online casinos, on the other hand, are technically illegal under Serbian law. The Games of Chance Law mandates that all operators offering gambling services to Serbian players must hold a license issued by Serbia’s Gambling Authority. Serbian authorities actively block unlicensed websites and impose penalties on unauthorized operators, but many offshore casinos still manage to attract Serbian players.
